Adrienne Harris to Depart from NYDFS

Adrienne Harris, the Superintendent of the New York Department of Financial Services (NYDFS), is set to depart from her role in October, as announced by Governor Kathy Hochul on Monday. Nominated in 2021, Harris held the position for the longest duration in the department’s history, where she spearheaded the establishment of the state’s Virtual Currency Unit, positioning it as a significant regulatory authority in the cryptocurrency sector.

Achievements and Transition

In her resignation statement, Harris expressed gratitude for the opportunity to serve, highlighting achievements in consumer protection, regulatory leadership, and operational transformation within the department.

Taking over Harris’ responsibilities will be Kaitlin Aslow, currently the Deputy Superintendent of Research & Innovation, who will officially step into the role on October 18. Governor Hochul endorsed Aslow’s capabilities, citing her extensive background with the Federal Reserve and Financial Health Network as well-suited to guide the department forward, particularly in enhancing access to financial services while fostering innovation in New York.

New York’s Regulatory Framework

New York has gained a reputation for its rigorous regulatory framework surrounding cryptocurrency, primarily due to the introduction of the BitLicense in 2015, which mandates businesses to obtain licensing for crypto operations in the state. Although initiated prior to Harris’s tenure, she enforced strict compliance measures, resulting in actions against companies like Robinhood and Coinbase for regulatory violations in the past two years.

Furthermore, under her leadership, NYDFS became the first American regulatory body to issue guidelines concerning U.S. dollar-backed stablecoins and their issuers.

Future Plans

In a conversation with Politico, Harris indicated that she plans to take some time off to contemplate her next career move.

Governor Hochul acknowledged Harris’s four-year contribution to the NYDFS, praising her dedication to enhancing the financial ecosystem for New Yorkers and revitalizing the department to meet the demands of the global financial hub.
