Azerbaijan’s Regulatory Framework for Virtual Currencies

As Azerbaijan forges ahead in establishing a legal structure for virtual currencies, the Central Bank is optimistic that a newly drafted regulatory framework will be enacted by year’s end. This proposed legislation outlines stringent requirements for companies engaged in cryptocurrency transactions, mandating that they secure a license from the Central Bank prior to operating within the national territory.

Oversight and Compliance

Fidan Tofidi, the Director of the Financial Technologies and Innovation Department at the Central Bank, emphasized that licensed entities will be subject to rigorous oversight and must align with regulations concerning anti-money laundering and the prevention of terrorism financing. These firms will also have to implement compulsory customer verification measures.

Tofidi remarked that this legislative initiative is integral to Azerbaijan’s strategic vision for financial market evolution between 2027 and 2030, grounded in robust data analysis.

Ensuring the financial system’s stability is a key focus for the regulatory body. Once this law is ratified, it will establish licensing as a prerequisite for any business providing cryptocurrency services to Azerbaijani consumers. Without this sanction from the Central Bank, no entity will be permitted to offer virtual asset services within the country.

State-Backed Digital Currencies

Azerbaijan’s movement towards regulating digital assets arrives alongside a prudent approach to state-backed digital currencies. Central Bank Governor Taleh Kazimov had previously commented in 2022 that the bank is in no rush to launch a central bank digital currency (CBDC). He emphasized the importance of understanding how such digital currencies could affect monetary policy and overall financial stability, noting that current global implementations of CBDCs are still largely experimental.

Collaborations for Enhanced Regulation

Moreover, discussions between Binance’s government relations representative for the CIS region, Olga Goncharova, and the Central Bank spotlight potential collaborations aimed at enhancing the regulatory environment surrounding cryptocurrency in Azerbaijan.
