In a pioneering move towards digital governance, Bhutan has announced the integration of its National Digital Identity (NDI) platform with the Ethereum blockchain. This leap positions Bhutan as the first nation to implement a public network-based identity system that serves its entire population. Originally launched in 2023, Bhutan’s NDI system started utilizing W3C identity standards and was developed in collaboration with Input Output Global (IOG), the brains behind Cardano, during initial self-sovereign identity testing. A monumental moment occurred when Bhutan’s crown prince, Jigme Namgyel Wangchuck, became the nation’s first digital citizen, marking a significant step in the program’s national launch.

Kirill Avery, CEO of Alien, a decentralized network for verifiable humans and AI agents, remarked on the potential of this shift, stating that it signifies a growing recognition among governments that trust in identity systems does not necessitate centralization. However, he raised concerns about the implications of placing national IDs directly onto a public blockchain.
“While transparency is beneficial for audits, it can compromise privacy,” Avery cautioned, indicating that once credentials are recorded on-chain, they become permanent, which can lead to surveillance issues if not carefully managed. He emphasized the necessity for digital identity systems to achieve a careful balance, being verifiable yet not easily traceable.
Global Influence and Future Plans
The significance of Bhutan’s experiment could influence other nations to move towards more interoperable solutions rather than strictly centralized systems. Avery cautioned, however, that genuine self-sovereign identity cannot thrive within frameworks that permit any form of unilateral surveillance, including by governments.
Earlier this year, Bhutan outlined plans for a Special Administrative Region, including proposals to incorporate Bitcoin and Ethereum as part of its strategic reserves within a broader digital finance framework. The country took further steps towards cryptocurrency integration when its Tourism Council formed a partnership with Binance Pay, introducing crypto payment options throughout the tourism sector, thereby promoting Bhutan as an attractive and modern destination for crypto-savvy travelers.

As of now, Bhutan ranks as the fifth-largest holder of Bitcoin, possessing approximately 6,370 BTC, valued at around $725 million. This situates it slightly ahead of El Salvador, which holds roughly 6,349 BTC worth about $720 million. Noteworthy is the decline in Bhutan’s Bitcoin balance, which has slipped from around 13,000 BTC in late 2024 to its current holdings. In contrast, Bhutan’s Ethereum assets are relatively modest, totaling 656 ETH, approximately valued at $2.73 million.
