Sberbank has announced an ambitious plan to roll out its cryptocurrency trading and digital depository infrastructure by December 1, 2026, aimed at eligible clients within Russia. This development comes on the heels of newly established regulations that will govern crypto exchanges, brokers, banks, and digital custodians.

Regulatory Framework

As per the updated guidelines, a comprehensive legal framework is set to be imposed on September 1, 2026, allowing firms additional time until July 1, 2027, to adhere to licensing mandates.

Digital Depository Features

As reported by Interfax, the anticipated digital depository will provide users with a formal mechanism to document their cryptocurrency ownership and facilitate various transactions without relying on public blockchain networks. Furthermore, Sberbank will offer services for managing active wallets that allow for deposits, withdrawals, and transfers of digital currency.

Commitment to Infrastructure Development

Alexander Vedyakhin, who serves as Sberbank’s first deputy chairman, emphasized the institution’s commitment to finishing the necessary technological setups ahead of the December deadline.

“We are focused on developing the appropriate infrastructure and launching the digital depository by December 1, 2026,”

he confirmed. However, details regarding which cryptocurrencies will be available on their platform, customer eligibility requirements, transaction fees, and withdrawal limits remain unspecified—as these facets will likely be contingent upon approval from relevant regulatory bodies.

Investor Access and Restrictions

The envisioned framework permits both qualified and non-qualified investors to procure cryptocurrencies through authorized intermediaries, albeit with different restrictions in place for each group. Non-qualified investors must first successfully complete a knowledge assessment before they are permitted to purchase cryptocurrencies valued up to 300,000 rubles annually through one intermediary. On the flip side, qualified investors will have broader access to assets without facing annual purchase caps after completing the requisite testing.

Service Delivery and Oversight

Entities such as banks, brokers, and asset managers can deliver services under their existing licenses with added crypto-related stipulations. Nevertheless, new exchanges and digital stores for cryptocurrencies will need to secure distinct approvals, ensuring that the Bank of Russia maintains oversight, establishing standards for custody, accounting, and safeguarding of customer interests.

Government Stance on Cryptocurrency Transactions

Despite these advancements, the Russian government remains firm in its stance against the use of cryptocurrencies for local goods and services transactions. That said, digital currencies can still be utilized for sanctioned cross-border exchanges. Furthermore, residents might be obligated to declare certain foreign cryptocurrency holdings and dealings to tax authorities.
