Anchorpoint, a collaboration involving Standard Chartered Bank (Hong Kong), HKT, and Animoca Brands, was among the first two entities granted a stablecoin issuer license by the Hong Kong Monetary Authority (HKMA) back in April. This upcoming announcement signifies the transition from regulatory approval to the actual issuance of HKDAP after extensive preparation under the framework set by Hong Kong for stablecoins, which has seen a momentum of innovation in the region as authorities cultivate a legal environment for digital currencies.

Key Features of HKDAP

The HKDAP will be unique in that each token will be 100% backed by high-quality reserves of the Hong Kong dollar, secured in separate accounts to meet the HKMA’s stringent reserve and transparency regulations. Earlier insights from Anchorpoint revealed the intent to initially use a business-to-business-to-consumer (B2B2C) model for distribution before widening access to a larger audience.

Technical Preparations

Preparation for the stablecoin’s launch included a successful transfer test on the Ethereum mainnet completed in May, which involved collaboration with licensed digital asset platform OSL Group and trading platform PantherTrade, backed by Futu Holdings. Participants of the test confirmed that HKDAP could be effectively issued and settled within the Ethereum public blockchain using operational infrastructure, not just trial environments. This achievement is crucial, enhancing the credibility of the stablecoin’s design both technologically and in terms of compliance with regulatory mandates.

Future Outlook

Anchorpoint is optimistic about leveraging Ethereum’s capabilities to ensure compatibility with existing wallets, exchanges, and decentralized finance platforms while adhering to the required regulatory framework. This project is part of a broader push by Hong Kong to regulate digital payment assets linked to the local currency, as various jurisdictions throughout Asia rush to implement their own licensed stablecoin frameworks, following the HKMA’s issuance of its inaugural stablecoin licenses to Anchorpoint and HSBC last April.
