BlackRock Launches Tokenized Money Market Fund

Operational Security and Investment Strategy
Additionally, S&P reported that the BRSRV’s tokenization framework is designed to be operationally secure. It incorporates a permissioned architecture that is connected to public blockchains, with transactions restricted to pre-approved wallets as a safeguard against cyber threats and vulnerabilities in smart contracts and blockchain networks.
In terms of its investment strategy, BRSRV allocates 100% of its assets into cash, U.S. Treasury securities with maturities of no more than 93 days, and overnight repurchase agreements that are backed by Treasury securities. The fund is required to maintain a dollar-weighted average maturity of no more than 60 days and a weighted average life under 120 days, ensuring compliance with U.S. government money market fund regulations.

BlackRock is also positioning BRSRV to make its OnChain Shares eligible for use as reserves by approved stablecoin issuers under the forthcoming GENIUS Act, although final eligibility will be determined by future federal regulations. The fund’s transfer agent and tokenization service is managed by Securitize, and investments require completion of identity verification and anti-money laundering procedures. The minimum investment threshold is set at $3 million, targeting institutional investors instead of retail ones.
BRSRV’s launch coincided with tokenized shares of BlackRock’s Select Treasury Based Liquidity Fund, signaling the company’s efforts to expand its cash-management offerings into regulated blockchain solutions. It is important to differentiate S&P’s AAAm rating from its Stablecoin Stability Assessments, which evaluate a stablecoin’s ability to maintain its value in fiat currencies. These assessments range from one, denoting a “very strong” position, to five, indicating “weak.” Currently, the stablecoin Tether’s USDT has a weak rating of five; TrueUSD and Ethena’s USDe are similarly rated. In contrast, stablecoins like USDC, EURC, Global Dollar, and Paxos USD have garnered stronger scores of two.
While the AAAm rating serves as an external validation for BRSRV’s management and portfolio practices, it does not inherently indicate how many stablecoin issuers will engage with the fund or the speed of its asset growth. The future regulatory environment brought by the GENIUS Act will also play a vital role in determining how tokenized money market funds like BRSRV are integrated into stablecoin reserve frameworks. BlackRock has approached the Office of the Comptroller of the Currency, advocating against potential limits on tokenized reserve assets.
