In a significant development for Cardano, community representatives have recently rejected a proposal to withdraw 12.29 million ADA from the treasury to finance Input Output’s (IOG) Pogun project aimed at integrating Bitcoin into decentralized finance (DeFi). The vote showcased a clear split, with 35.67% of delegated representatives backing the initiative and 64.33% opposing it, resulting in the ADA remaining in the treasury while simultaneously relinquishing potential revenue-sharing benefits with IOG.

Details of the Rejected Proposal

The rejected proposal proposed a repayment structure based on the project’s earnings before interest, taxes, depreciation, and amortization (EBITDA), specifically pegged to a projection of $2.95 million. IOG had indicated that, if approved, 20% of the Pogun earnings would return to the treasury until the initial funding was recuperated, followed by a continuous 5% share from Cardano-related initiatives. However, the final vote by the DReps did not include a guarantee of exclusivity for the Pogun deployment.

Governance Dynamics and Implications

Cardano’s governance protocol mandates that for any treasury action to advance, it requires approval from both the Constitutional Committee and the DReps. While the Constitutional Committee unanimously endorsed the Pogun funding, the DReps chose to decline, highlighting a significant divergence between these two governing bodies. This decision allows Cardano to retain its ADA, but it also signifies a missed opportunity for revenue sharing that could have bolstered treasury sustainability.

This vote reflects crucial governance dynamics within the Cardano ecosystem, particularly given IOG’s pivotal role in the blockchain’s development.

During a recent broadcast, Charles Hoskinson, IOG’s CEO, noted that the company would pivot towards selecting the most suitable network for each new product rather than defaulting to Cardano, a clear shift influenced by this governance outcome. He hinted that the lack of funding for Pogun might prompt the project to find a home on a different blockchain, potentially allowing that ecosystem to benefit from the revenue share that Cardano opted not to pursue. Nevertheless, Hoskinson reaffirmed Cardano’s technical superiority for Bitcoin DeFi, suggesting this decision represents more than just a shift in plans; it indicates an evolving relationship between IOG and the governance framework they helped establish.

Future Plans for Pogun and Other Initiatives

Looking ahead, Hoskinson confirmed that Pogun is still scheduled to launch within 90 days from his September 18 broadcast, targeting a rollout by mid-December 2026. However, details about which blockchain will ultimately host Pogun remain undisclosed. Additionally, Hoskinson mentioned that a different initiative known as RealFi is slated for an October 2026 launch on Cardano, promising a timely opportunity for ADA holders to engage with other projects amid this governance challenge.
