Circle Foundation Grants for Digital Payment Enhancements

Circle Foundation has recently unveiled its support through two grants aimed at enhancing the digital payment capabilities of the United Nations Development Programme (UNDP) and the World Food Programme (WFP). This initiative, announced on September 25, is focused on determining the effectiveness of regulated payment stablecoins as a means to expedite financial assistance and reduce costs in development and humanitarian contexts.

UNDP and WFP Initiatives

The UNDP will leverage its funding to broaden the application of previously tested payment methods, with an emphasis on scaling these innovations to various country offices. Meanwhile, WFP will utilize its grant, funneled through World Food Program USA, to establish the necessary systems and relationships before embarking on trials of stablecoin transactions in selected regions.

The grants address different phases of the necessary work: UNDP is already familiar with digital payment methods from prior experiments conducted in multiple nations and will fund their integration into ongoing programs. Conversely, WFP will concentrate on creating frameworks to test stablecoin payments in tandem with local financial institutions.

Digital Asset Innovation Pool

With the funding, UNDP intends to create a Digital Asset Innovation Pool, which will guide participating country offices in navigating the complexities of using regulated payment stablecoins while adhering to local regulations. This pool will not only facilitate ease of operations but will also enable UNDP to track key performance indicators, including the speed of payments, associated costs, and the overall reach of the funds distributed. UNDP aims to present this alternative payment method particularly in situations where traditional systems present barriers such as high fees and delays, although it will continue to engage established banking channels where viable.

Previous Digital Payment Pilots

Previous digital payment pilots conducted by UNDP provide a valuable reference, including a project in Aleppo, Syria, which involved cash-for-work initiatives, and another in Haiti that successfully managed payments despite network interruptions. In Guatemala, a venture connected remittances with community investments, and a strategy in The Gambia integrated mobile wallets with pre-existing cash-agent networks.

Robert Pasicko, who leads UNDP’s Alternative Finance Lab, highlighted that the new pool will enable faster, cheaper, and more accessible payment solutions, especially for populations traditionally underserved by standard banking services.

WFP’s Infrastructure Development

For WFP, the grant is pivotal in establishing the infrastructure necessary for conducting stablecoin payment tests. This includes developing governance structures, risk management systems, and compliance tools that ensure compatibility across different countries. The reconciliation of funds sent via these digital systems with local and organizational records will be a crucial focus, especially regarding accuracy in aid disbursement.

WFP plans to implement testing in two to three corridors over the next three years, collaborating with local fintech and mobile money providers to ensure that digital payments can effectively reach beneficiaries within their respective markets. This testing phase is anticipated to yield valuable insights into the operational efficiency, transparency, and resilience of stablecoin payments in humanitarian settings.

Bernhard Kowatsch, who oversees WFP’s Global Accelerator and Ventures, noted that these funds will enable real-world testing of stablecoin payments, which will inform the partnerships and systems necessary for future deployment.

Circle Foundation’s Commitment

The announcement of these grants follows Circle Foundation’s previous efforts, including its inaugural international grant awarded in January to support the UNHCR’s Digital Hub of Treasury Solutions, an initiative that aims to update financial processes within the UN framework. Additionally, Circle Foundation’s recent launch of U.S. grants highlights its commitment to financial inclusivity, with contributions directed towards tools aiding small businesses. The operational backbone of Circle Foundation is solidified by its affiliation with Circle Internet Group, which contributes approximately 1% of its equity to support the foundation’s goals.

The September 25 announcement details that World Food Program USA will manage the financial support for the WFP’s grant, focusing on enhancing the payment systems needed for effective operations in humanitarian contexts that foster development.
