They clarified that the request is not for unrestricted access but rather a structured program that would offer early access to these models combined with sufficient computing resources, secure research environments, and direct communication channels with AI security teams.
This initiative is particularly crucial as recent data suggests that malicious actors are leveraging advanced AI technologies to enhance their cyber capabilities.
A recently reported example involves Kimsuky, a hacking group allegedly linked to North Korea, which has established local AI environments to facilitate malware creation, data analysis, and phishing attacks—all while bypassing the safeguards of commercial AI platforms. Such developments underscore the urgency of the coalition’s appeal: without providing defense researchers with access to leading models, security vulnerabilities may go unaddressed as attackers adapt.
Industry Support and Concerns
The coalition included prominent companies such as Coinbase, Block, MARA, and Galaxy, who collectively argued that current model restrictions hinder legitimate research efforts even as attackers gain superior tools that operate outside the controls of mainstream AI services. The letter conveys a critical message: defenders must have the opportunity to identify and rectify potential exploits before they fall into the hands of malicious entities.

Many signatories, including publicly traded companies involved heavily in Bitcoin, recognize that a successful breach could jeopardize American clients, institutional custodians, and investors. For instance, security breaches related to open-source software can remain undetected for extended periods; a recent vulnerability in Coldcard hardware wallets allowed hackers to access 1,596 BTC, revealing weaknesses that have existed since 2021.
Moreover, the Bitcoin Policy Institute highlighted a need for systematic reviews in software security, referencing findings from AI-assisted code analysis that revealed thousands of potential issues across various crypto projects.
