Coinbase Ireland Fined by Central Bank
Ireland’s Central Bank has imposed a fine of €3.25 million (approximately $3.65 million) on Coinbase Ireland following significant lapses in the firm’s ability to safeguard customer funds. An investigation revealed that due to systemic issues, the cryptocurrency exchange’s customer-funds account was deficient by as much as €5.2 million in 2024. Despite this shortfall, Coinbase asserted that no customers experienced losses or issues accessing their funds, claiming that the matter has since been rectified.
Details of the Fine
The fine was announced on October 22, 2025, as part of a settlement for violations that occurred between November 2020 and August 2025. Although initially facing a penalty of €4.65 million, Coinbase received a 30% reduction after opting to settle. This final sum is subject to approval from Ireland’s High Court.
Regulatory Findings
Regulatory authorities found that Coinbase Ireland had relied excessively on the systems of its U.S.-based parent, leading to deficiencies in local oversight concerning customer fund management. As an electronic money institution, it is critical for Coinbase to maintain a strict separation between customer deposits and corporate funds, a stipulation that was evidently not met. During the audits, it was determined that the firm’s calculation errors and the mixing of customer funds with corporate finances resulted in sustained shortfalls over an 18-month period, exacerbating the issue with the highest daily deficit recorded at €3.4 million in 2023 before escalating further in 2024.
Official Statements
In a statement, Karen O’Leary, director of enforcement at the Central Bank, emphasized that the regulatory body has “no tolerance for weaknesses in safeguarding arrangements.”
In response to the findings, Coinbase has committed to improving its processes and reported the issues to relevant regulators.
Ongoing Regulatory Challenges
This recent fine adds to Coinbase’s regulatory challenges in Ireland, following a separate case in November 2025 in which Coinbase Europe was fined €21.46 million for failing to adequately monitor cryptocurrency transactions for potentially suspicious activity. This prior issue involved over 30 million transactions totaling more than €176 billion, highlighting ongoing compliance challenges faced by the cryptocurrency sector. Collectively, these penalties have placed Coinbase entities under financial scrutiny in Ireland, accumulating to nearly €25 million in fines.
