Introduction of the Digital Euro

Piero Cipollone, a member of the European Central Bank’s Executive Board, recently shared insights into the planned introduction of a digital euro, stating that the currency is scheduled for real transaction trials in 2027, with a potential launch in 2029, dependent on forthcoming legislation this year.

Importance of the Digital Euro

In an interview with Milano Finance, Cipollone emphasized the importance of this digital currency for maintaining the European Union’s independent payment system, which currently relies on third-party providers that are predominantly non-European.

Cipollone pointed out the critical nature of ensuring smooth payment operations amidst a heavy reliance on external entities, likening this situation to Europe’s past experiences with energy and defense sectors, where dependence has posed significant challenges.

Pilot Phase and Collaboration

The pilot phase of the digital euro will involve actual transactions facilitated by employees of the European Central Bank and national banks, with participation from 36 market participants, seven of whom hail from Italy. In an effort to bolster collaboration, the ECB is also extending invitations to operate e-commerce and mobile-commerce solutions.

European Sovereignty in Payment Systems

He clarified that achieving sovereignty doesn’t mean completely excluding third parties; rather, it implies Europe should have the capacity to make choices regarding its payment system infrastructure. This sentiment was echoed in a public talk in Latvia earlier this year, where Cipollone remarked on the vulnerabilities associated with Europe’s reliance on non-European payment entities, noting that approximately two-thirds of card transactions within the eurozone are governed by these foreign firms.

By implementing the digital euro, the EU aims to create a payments landscape that is primarily controlled by European actors.

Legislative Discussions and Future Goals

Cipollone indicated that the decision to issue a digital euro hinges on legislative discussions taking place in Brussels, underscoring the goal of having relevant regulations adopted by the year’s end to facilitate a resolution from the ECB’s Governing Council regarding the digital currency’s issuance.

Conclusion

In addition, the conversation around the digital euro plays into broader themes of financial independence and security for the EU amidst global economic shifts.
