Introduction
On July 30, Bhutan’s Gelephu Mindfulness City made a significant move by appointing the Canadian digital asset firm 3iQ to oversee a portion of its Bitcoin reserves, although the specific amount under management remains undisclosed. This partnership is part of Bhutan’s broader strategy to utilize up to 10,000 BTC from its national treasury for the long-term development of the special administrative region, reflecting the country’s commitment made back in December 2025.
3iQ’s Role and Commitment
According to a statement from 3iQ, the company plans to contribute to the local economy by developing a permanent presence in Gelephu, investing in local talent, and sharing investment management expertise. However, the lack of details regarding the mandate’s overall value, management fees, and specific investment benchmarks raises questions about the transparency and potential risks associated with this engagement.
3iQ’s CEO, Pascal St-Jean, emphasized the firm’s commitment to handling Bhutan’s capital with a focus on transparency and long-term growth.
Still, specifics about the investment strategies—such as whether the firm will engage in lending or derivatives—were not clarified, making it difficult for investors and analysts to gauge the risk associated with the mandate. Jigdrel Singay, a board member of the Gelephu Mindfulness City (GMC), praised 3iQ as a pioneering institutional partner for the city’s upcoming fund ecosystem.
Strategic Partnerships
This collaboration also aligns GMC with Coincheck Group, a company that has publicly traded shares on Nasdaq. Coincheck revealed that it had secured a 99.8% stake in 3iQ as of February 28. The transition saw St-Jean take on dual responsibilities, leading both companies from April 1.
Bhutan’s Initiative and Goals
Bhutan’s initiative aims to leverage its Bitcoin reserves, generated through the conversion of surplus hydroelectric energy, to foster job creation, enhance technical skills, and bolster financial stability within the region. The government is keen to underline that these Bitcoin allocations are dedicated to developmental purposes rather than short-term speculative trading.
Regulatory Framework
As part of the financial framework, the Financial Services Office in Gelephu oversees both traditional and virtual financial activities, mandating that any firms offering asset management services must hold a financial services license. As of July 31, 3iQ was not listed in the regulatory directory, leading to speculation about the licensing requirements for its operations in Bhutan. Currently, the directory has seven authorized firms, including 8020 Finance, which was permitted to manage assets from July 23.
Future Expectations
Looking ahead, both 3iQ and GMC expect this agreement to mark the beginning of several upcoming announcements, including the establishment of a local team and the development of an institutional fund framework. However, clear timelines and further information regarding the specific amount of Bitcoin managed, custody measures, allowed trading strategies, and general reporting practices remain to be detailed.
Overall, while this partnership signals a strategic initiative towards professional management of Bhutan’s Bitcoin assets, it necessitates future disclosures to shed light on the operational and regulatory landscape, as well as investment practices that contribute to the growth of Gelephu’s economy.
