Tether’s Collaboration with Kazakhstan

Tether has recently entered into a collaborative agreement with the National Bank of Kazakhstan and the Alatau City Authority aimed at investigating the creation of a stablecoin backed by the tenge, Kazakhstan’s currency. Announced on October 7, the memorandum of understanding outlines the exploration of asset tokenization and decentralized finance initiatives within the country.

Details of the Agreement

Although this agreement marks a significant step towards innovation in Kazakhstan’s financial landscape, it does not signify the immediate launch or approval of a new stablecoin. Specific information about the issuance date, reserve structure, blockchain platform, or the identity of commercial issuers for the proposed stablecoin has yet to be disclosed.

In the framework of this collaborative effort, Tether and the Kazakh central bank will analyze stablecoin issuance models currently utilized in various international markets, aiming to identify potential applications within Kazakhstan. Tasks would encompass the design of the necessary infrastructure for digital finance and the preparation of a pilot program for a stablecoin linked to the tenge.

Kazakhstan’s Regulatory Framework

Kazakhstan has already established a regulatory framework that accommodates digital financial products, initiated by comprehensive digital asset regulations effective from May 1, 2026. This framework not only recognizes money-backed stablecoins but also tokenized physical assets and digital versions of traditional financial instruments, classifying them as digital financial assets.

Earlier initiatives in Kazakhstan’s stablecoin sector include a pilot program launched by the National Bank in September 2025, which involved a tenge-backed stablecoin called KZTE, created in collaboration with partners including Solana and Mastercard. This pilot aims to facilitate interactions between digital assets and current financial systems, enabling services such as crypto-fiat conversions and cryptocurrency-linked card transactions.

Future Developments and Focus Areas

Parallel to exploring stablecoin opportunities, Tether and the Kazakh authorities will also focus on identifying asset categories that could be suited for tokenization and devise a strategy for their digital issuance. The agreement mentions the potential use of Hadron, Tether’s platform dedicated to managing tokenized assets, for this initiative.

Hadron has been employed by Tether in previous partnerships, including a recent project aimed at tokenizing real estate in Saudi Arabia. Moreover, discussions have already begun with the Nairobi Securities Exchange concerning the future of tokenized securities.

Kazakhstan’s focus on tokenization and digital financial developments predates this collaboration with Tether, with current regulations addressing the principles surrounding stablecoins and digital representations of physical assets. The National Bank also released plans for trialing stablecoins in cross-border transactions and developing tokenized government bond projects.

Regulatory Enhancements and Future Prospects

In July 2023, the National Bank launched a comprehensive digital asset policy that would allow them not only to supervise transactions involving stablecoins but also to foster an environment conducive to digital innovation within the Astana International Financial Centre.

Alatau City, where the pilot program will eventually take place, was recognized earlier this year as a special development zone tasked with attracting investments and advancing technological growth under a unique legal framework. This partnership with Tether positions Alatau as a potential leader in digital finance testing in Kazakhstan.

Although this memorandum is currently exploratory in nature, both Tether and Kazakhstan aim to hold workshops and training focused on stablecoin markets and asset tokenization strategies. The Deputy Governor of the National Bank emphasized the importance of adhering to principles of financial stability, transaction transparency, and investor protection throughout this process. Meanwhile, Tether CEO Paolo Ardoino acknowledged Kazakhstan’s ambitions regarding tokenization as part of a broader trend towards developing state-level financial infrastructures linked to digital assets.

National Cryptocurrency Analytics Center

In a related development, the National Bank is also enhancing its oversight of cryptocurrency by establishing the National Cryptocurrency Analytics Center, tasked with monitoring crypto transactions and associated activities. With their regulatory sandbox already in place for digital assets, Kazakhstan is well-positioned to pilot new initiatives in the rapidly evolving field of cryptocurrency and blockchain technology.
