In an effort to advance the integration of tokenisation in financial markets, the European Securities and Markets Authority (ESMA) has initiated a Call for Evidence aimed at understanding the potential benefits and challenges of using tokenised collateral for central clearing. This move marks a significant shift from theoretical exploration to practical implementation, with a specific emphasis on how tokenisation might influence the management and transfer processes of collateral throughout its entire lifecycle.

Importance of a Secure Environment

ESMA’s initiative comes at a time when tokenisation is being recognized for its capability to enhance the efficiency and innovation of Europe’s financial markets. Verena Ross, the Chair of ESMA, emphasized the importance of establishing a secure environment for tokenised markets to thrive, stating that it is essential for these markets to operate smoothly and reliably across EU borders, fortified with strong legal frameworks, interoperable systems, and effective oversight.

Safeguards for Collateral

Klaus Löber, leading ESMA’s CCP Supervisory Committee, reiterated the need for stringent safeguards pertaining to collateral even as tokenisation gains traction. He highlighted that, regardless of how collateral is tokenised, its quality, liquidity, and legal enforceability must be maintained to ensure operational availability, especially in crisis scenarios involving clearing member defaults.

The Call for Evidence will investigate various models of tokenisation, including both traditional assets represented as tokenised forms.
