South Korea’s Regulatory Action on Cryptocurrency Exchanges

In a significant regulatory action, South Korea’s Financial Intelligence Unit (FIU) has decided to prohibit access to 27 websites linked to unregistered cryptocurrency exchanges and virtual asset service providers. Among the platforms affected are notable names such as KuCoin, MEXC, Phemex, and Bitrue.

This announcement follows inspections conducted by the Korea Media and Communications Standards Commission on the 6th and 7th of October, which assessed compliance with the country’s financial transaction legislation designed to combat money laundering.

Compliance and Scope of the Ban

The websites included in this ban have not registered under the Act on Reporting and Using Specified Financial Transaction Information, which is critical for compliance in South Korea. In addition to the previously mentioned exchanges, others on the list include CoinW, BTCC, BitMart, and DigiFinex, illustrating the broad scope of the crackdown.

The FIU noted that these blocking measures represent an extension of previous actions taken against mobile applications related to unregistered exchanges; earlier in April 2025, South Korea had already barred the download and updating of 14 apps from Apple’s App Store and restricted 17 others on Google Play.

Consumer Protection and Challenges

The authority is particularly vigilant about overseas operators targeting South Korean consumers, a factor they evaluate based on the availability of Korean language support, targeted marketing efforts in the region, and the facilitation of transactions in the Korean won.

While the intent behind this action is to safeguard consumers from illegal activities associated with cryptocurrencies, the FIU has recognized that implementing these restrictions could lead to challenges for existing users attempting to withdraw their assets. To mitigate these difficulties, they plan to assist affected customers through guidance provided in partnership with the Digital Asset eXchange Alliance (DAXA) and exchange operators.

Market Context

As the landscape of cryptocurrency trading continues to evolve, South Korean authorities appear committed to tightening controls in line with their anti-money laundering objectives. This move comes against the backdrop of a significant decline in profitability for local cryptocurrency exchanges, which reported a staggering 78% drop in profits in the first half of the year amidst a trading downturn.
