BLOOM Initiative Overview

In a move to streamline international payments, Singapore’s BLOOM initiative is set to enhance the use of stablecoins and tokenized deposits across borders, as announced by Bank Negara Malaysia and the Bank of Thailand. Established as a public-private partnership, BLOOM—an acronym for Borderless, Liquid, Open, Online, Multi-currency—aims to create a collaborative environment among financial institutions.

Background and Goals

This initiative, launched by the Monetary Authority of Singapore (MAS) in October 2025, builds upon Project Orchid, which was initiated in 2021 to explore the potential applications of a digital Singapore dollar.

BLOOM’s overarching goal is to reduce operational costs and accelerate the market introduction of financial services by minimizing the necessity for institutions to engage in separate arrangements with different counterparties.

Scope and Collaboration

Additionally, BLOOM’s scope includes areas like corporate cash management, trade finance, and automation of payments through AI agents operating within predefined parameters. Participating entities include major players like Airwallex, Mastercard, Ripple, Visa, and the World Bank Group, highlighting the initiative’s wide-ranging collaboration.

Future Developments

Notably, Bank Negara Malaysia has also declared plans to explore three separate initiatives for testing the use of ringgit stablecoins and tokenized deposits aimed at both domestic and international wholesale payments in 2026. This development indicates a growing trend towards digital currencies and innovative payment solutions in the region.
