In response to newly enacted sanctions and regulatory changes, Binance has announced it will halt transactions for HTX, along with 10 other cryptocurrency platforms, starting August 23. This decision comes as part of the exchange’s ongoing efforts to comply with developing regulatory measures. The affected platforms include:

Compliance Verification and User Warnings

From the specified date, transactions linked to these services might undergo compliance verification, which could result in potential delays. Binance has also warned users to refrain from making direct or indirect transfers to these platforms after the cutoff, as this could further escalate compliance actions according to Binance’s operational guidelines.

Sanctions and Regulatory Context

Several of the platforms listed, such as HTX, EXMO, Rapira, and BitPapa, have recently been subject to sanctions in Europe, particularly in connection with the European Union’s latest measures against financial entities accused of assisting Russia in evading existing sanctions. This package, adopted on July 23, marked the EU’s 21st round of sanctions since the onset of the conflict, extending transaction restrictions to 14 crypto service platforms and affecting 33 Russian financial institutions.

These restrictions are focused on prohibiting direct or indirect transactions with these platforms once effective, rather than freezing their assets. Notably, the EU’s sanctions against HTX are structured as a transaction ban, holding more significance in the context of HTX’s connections to Huobi Global, which faced earlier sanctions by the UK government.

UK Sanctions and HTX’s Response

On May 26, the UK had already designated Huobi Global S.A. under sanctions targeting entities believed to aid the Russian government. UK officials suspect that Huobi facilitated financial services for companies dodging restrictions, thereby leading to an asset freeze and several operational limitations. HTX contested the applicability of this designation, asserting the separation between itself and its parent company, but later the UK’s Office of Financial Sanctions Implementation clarified that HTX, being owned by Huobi Global, is indeed subject to these sanctions.

Transaction Flows and Compliance Issues

Blockchain analytics reports reveal substantial transaction flows associated with HTX, highlighting over $7.6 billion connected to Russian efforts since 2021. Additionally, TRM Labs reported indications of non-compliance with sanctions, noting that HTX had changed its operational wallets frequently, which may obscure regulatory screenings.

Broader Compliance Measures in the Cryptocurrency Landscape

Meanwhile, Binance has begun applying restrictions to other platforms as well. For instance, Shelbit and Aban Tether Exchange were subjected to transaction prohibitions from August 7 due to U.S. Treasury sanctions aimed at preventing Iran from circumventing financial restrictions. The sanctions accused these entities of facilitating cryptocurrency transactions connected to the Iranian financial sector and entities linked to the Islamic Revolutionary Guard Corps.

As compliance measures intensify across the cryptocurrency landscape, these developments underscore the evolving regulatory framework impacting crypto exchanges, particularly with regard to national and international security concerns. HTX and Binance are navigating this complex environment as they strive to comply with these new legal obligations.
